The panelists: Olivier Blanchard, Ben Bernanke, Stanley Fischer, Larry Summers and Ken Rogoff. 

The most interesting segment is the 15-16 minute talk by Larry Summers (starts around the 46 minute mark). Summers focuses on the possibility of secular stagnation
