Attending leading American and British universities may not imply
superior undergraduate performance or learning outcomes. US and UK universities
are highly rated primarily due to the research accomplishments of their faculty (and also due to their rigorous graduate
programs).
Undergrad programs are a different matter. Grade inflation is rampant, especially at US universities.
Not surprisingly, US and UK institutions balk at OECD proposals for standardized international testing of the performance of college undergraduates. On the other hand, countries such as Germany, Switzerland, Sweden, Japan, South Korea, Hong Kong, Singapore may have much to gain from standardized testing and international comparison of undergrad performance:
