ECB Focuses on Deflation Risk

The ECB cut its deposit rate (essentially, Eurozone banks now
face a charge for holding excess reserves at the ECB) to minus 0.1 percent. ECB
also lowered its benchmark interest rate to a record low of 0.15 percent.
